Wilding Rate Cover.
This is the second cover of a series of Wilding covers provided by Ingo.
Front of Cover

Here's an illustartion of a 2c rate in effect from April 2,
1951 through October 31, 1968. It is the 2 oz. - 4 oz.
rate paying Second Class Surface Mail for Newspapers and
Periodicals to the USA. The cover is a open-ended wrapper,
addressed from a wholesaler in Montreal to a customer in
Jersey City, NJ. Franking with the pre-cancelled 2c green
Wilding definitive means that there are no post office
markings; thus we cannot know the date of this cover. Note
the imprint at bottom authorizing second class mail from
the Post Office Department in Ottawa. There were very
specific regulations governing reduced postage rates for
newspapers and periodicals. Application had to be made to
the department and authorization was not automatic. An
example of baby boomer era commercial postal history.
